Request Registrant Data Through Tiered Access

Since the GDPR took effect in May 2018, Enom redacts personal registrant contact data from the public WHOIS directory. Parties with a legitimate legal interest can request access to that data through the Tiered Access (gated WHOIS) process. This article explains who may request data and how requests are submitted.

About masked WHOIS and Tiered Access

Public WHOIS records for Enom domains no longer display the registrant's real personal contact details by default. Instead, that information is redacted to protect registrant privacy under the GDPR and similar laws.

To balance privacy against legitimate access needs, Enom (through Tucows) operates a Tiered Access Directory, a gated version of WHOIS. It lets accredited third parties with a legitimate legal interest — for example, members of law enforcement, the security community, or commercial litigators — request the underlying registrant data. Requests are handled through tieredaccess.com.

Each request is reviewed individually by a Tucows staff member. There is a meaningful human review that weighs the requester's stated legitimate interest against the domain owner's right to privacy. Submitting a request does not guarantee that access will be granted.

Step 1: Submit a data request

Review the terms governing registrant data requests at tieredaccess.com/terms.

  1. If you do not yet have access, submit a legitimate-interest request including your name, your legitimate interest for access, and the domain name(s) for which access is desired.
  2. If you already have access, sign in at tieredaccess.com to look up the data.

Who may request, and what is disclosed. Access is intended for parties with a demonstrated legitimate legal interest, such as law enforcement, security researchers, and litigators. The data disclosed and the tier of access granted are determined per request based on the review.

Submitting a request through ICANN's Registration Data Request System (RDRS) does not automatically result in disclosure; the same individual human review still applies.
